An unconventional convention

The 10th Convention of CHP on June 22, 1953 was largely dedicated to the discussion of economic and social issues. The Convention began at a time when inner party fractions were beginning to emerge. Şemsettin Günaltay, General Secretary Kasım Gülek, Halkçı newspaper owner Nihat Erim and Son Havadis newspaper owner Cemil Sait Barlas were among the leaders of internal party opposition. Heated debates took place between İnönü and General Secretary Kasım Gülek at the Convention.

Issues such as the transition to a double-assembly system, the establishment of a Constitutional Court, election safety, independence of judges, the liberty to establish unions and professional associations, and granting workers the right to strike were put on the agenda. Hence, CHP took a serious initiative towards economic and social issues. Furthermore, the word “Kemalism” in the introduction of earlier party programs was replaced by “The Way of Atatürk.” The concept of the “state of law” was included in the program for the very first time.

In the elections held afterwards, İnönü was reelected as president and Kasım Gülek as the General Secretary.
